Who could i contact to get this person's establishment shut down?

Just a comment. My horse behaves perfectly well all summer long, but in the fall with deer rutting he gets very nervous. I have had several fast rides back to the barn in the fall for no particular reason. Being ridden by new riders and inexperienced riders does not give the horse a sense of safety. Perhaps the horses are perfectly fine, but you just picked a bad time to go riding.
