What effect does a lack of cover have on baseboard heat ?

I have baseboard (hot water) heating in a room that lacks the front covers on the baseboard sections. Will this reduce its effectiveness and cause it to take longer to heat the room ? It does have reflective foil insulation on the back (wall side). Thank you.
